2023年第17届中新国际音乐比赛由俄罗斯功勋艺术家、国际手风琴联盟世界杯（Coupe Mondial）评委、圣彼得堡音乐学院民乐系主任、Oleg Sharov（奥列格.夏洛夫）教授担任组委会主席；新加坡华源会名誉主席Michael Xiao（迈克尔.肖）先生担任组委会副主席；亚洲艺术联盟主席李锦祥先生担任组委会副主席；第13届柴可夫斯基国际音乐比赛钢琴头奖获得者Miroslav Kultyshev（米罗斯拉夫.库尔迪谢夫）担任评委会主席；中国钢琴教育家、四川音乐学院白涛教授担任艺术委员会主席；德国汉诺威音乐媒体与戏剧学院教授、声乐／歌剧系系主任Paul Weigold（保罗.维果德）教授担任艺术委员会副主席；手风琴演奏家、中国音协手风琴学会理事、四川音乐学院夏罡副教授担任组委会秘书长；CKE Manufacturing董事Kwan Lifeng（关礼锋）先生担任组委会副秘书长；国际著名音乐评论家苏立华先生担任艺术策划总监。
The 17th Zhongsin International Music Competition in 2023 was held by Russian Merit Artists, judges of the Coupe Mondial of the International accordion League, director of the Department of Folk Music of the St. Petersburg Conservatory of Music, Professor Oleg Sharov as President of committee; Mr. Michael Xiao, Honorary Chairman of the Huayuan Association of Singapore, as Vice president of committee; and Mr. Lee Gim Siong Chairman of the Asian Arts Alliance, as Vice president of committee; 13th Tchaikovsky International Music Competition Piano Award winner Miroslav Kultyshev as President of judging panel; Chinese piano educator, Professor Bai Tao of Sichuan Conservatory of Music as President of art committee; Professor of the Hanover University of Music, Drama and Media, Germany, Director of the Department of Vocal Music / Opera Paul Professor Paul Weigold as Vice president of art committee; The accordion player, the director of the China Accordion Association, and the associate professor Xia Gang of Sichuan Conservatory of Music served as Secretary-General of committee; the CKE Manufacturing director, Mr. Kwan Lifeng, served as the deputy secretary-general of committee; and the internationally renowned music critic, Mr. Su Lihua, served as the director of art planning.
